Sheff Wed Deals with Serious Challenges, States Football Regulator

'Our role is integral to football's future' - independent football regulator the regulator's chair

The team's persistent issues constitute a "significant problem" and the new football authority is aiming to acquire authority to examine team situations in comparable cases, the newly appointed chairman the regulator has stated.

In a wide-ranging interview, Kogan, who was recently selected, showed understanding towards Wednesday's fanbase.

Kogan met with four supporters' associations associated with the football team in recent days.

The Championship side have been struggling on and off the field in this season, with the club failing to pay players on time on several different times, including in September.

"Evidently Wednesday represents a major concern for the league and a major challenge for the sport," Kogan told.

"The club represents one of the great brands for football in England and recently we have met supporters' organizations.

"We are seeking authority... which will allow us to have the club and similar situations submitted for our review if they need to be investigated and acted upon."

Monetary Issues and Leadership Concerns

The team's struggling chairman the Thai businessman suggested earlier this year he would be willing to sell up at their home ground, but he has been unable to finalize an agreement with prospective buyers.

Failure to pay player wages on time in March and May led to sanctions by the football authorities in summer, preventing the club from carrying out any recruitment activities for the next three transfer windows, although that restriction was lifted in late summer.

Official's Viewpoint

The chairman stated: "The position was created for the supporters of Wednesday, teams facing challenges where fans are dedicated to a community organization that has been part of their lives in many cases.

"I completely understand Sheffield Wednesday, as I do for all the clubs that since 1992 have gone to the wall, or been close to going to the wall, for reasons that have nothing to do with the fans themselves."

Inquired if the oversight body could require an chairman to relinquish a club if they are considered unfit, the regulator answered: "When asking whether 'would we intervene in the final instance?', the reply is once we collect the information and understand the situation, we will."

But Kogan stressed that requiring chairmen to relinquish clubs would be considered the final option and the oversight body would choose to cooperate with proprietors.

"The last thing what we want to do is begin intervening in an particular organization, an specific proprietor, without having the opportunity to collaborate with that proprietor to address the issues that the club's facing and the owner's facing," the regulator explained.

"However, realistically, when you look back over the history of the sport, over the last 20 or 30 years there have been some owners, not many, but some who have been irresponsible in the way which they've been managing their clubs and ultimately refuse to accept accountability for the future."

'Mistakes could erase significant advances'

Kogan met with delegates from multiple organizations to lay out the remit of the regulator on Wednesday and stated it constituted a "progressive gathering" with a "high level of engagement" from the grassroots to elite level.

"It's a job that's actually really important, because should mistakes occur, if the football community fails, the extraordinary progress that's been made could disappear rapidly," the chairman stated.

"Such an outcome is universally undesirable in the context of the English game is a substantial accomplishment - we've got to keep it going.

"There's an enormous amount of money entering the sport and has been invested for the last 20 or 25 years, because certainty is lacking it will continue to come into football, which is one of the reasons why I think we have to take a really clear view on challenges and obviously, of the coming seasons."

Top Flight Apprehensions

Elite division representatives objected to the formation of an authority because of concerns about detrimental effects on the top-flight's competitiveness, but the chairman responded: "I completely endorse the success and growth as an financial organization of the top division.

"Being fully aware of the apprehension regarding damaging the division as a high-quality offering of this country. But simultaneously, if you engage with division representatives after the recent gathering, they would have had a high level of reassurance -and, in fact, they have been telling us in private they have a high level of reassurance."

Political Connections

The chairman continues to confront a "comprehensive investigation" by the public appointments commissioner after he revealed he contributed money to the opposition group in 2020.

The official provided financial support for Secretary of State for Culture, Media and Sport Lisa Nandy's leadership campaign, along with that of the government leader.

"I have been entirely transparent regarding my former ideological connection [with Labour], and that ideological connection terminated the day the select committee approved my appointment," the regulator explained.

"I currently have no participation in any sort of politics."
